If that isn't the case, however, then it can also potentially be a Steam server issue, a Steam Guard issue, or potentially corrupt game files. While rare, it's also possible that your area has banned the opening of cases because of local laws.

3. Steam Guard Issue

Finally, the final and most rare reason some players might not be able to open their cases in CS2 is, well, it's illegal.
