The cleanest documented process starts mid-Ritual: clear the revived waves, bank Tribute, refresh the Favours page, and hope Headhunter shows up. If the Tribute price is out of reach, pay 15% of its listed Tribute to Defer it; it can return in the next Ritual at a 10% lower price.
That is a route you can execute. It is not a guarantee, and the available guides do not publish the data needed to call any route universally fastest or cheapest.
The supported answer has a version split. A guide scoped to PoE 2 version 0.5.2 documents Headhunter as a possible unique reward on the Ritual Favours page. The same guide documents using an Orb of Chance on a white Heavy Belt. A separate version-0.5.4 guide discusses buying the belt and gives a rough market estimate of 200 - 300 Divine Orbs.

The 0.5.4 guide positions it as a mapping and clear-speed belt. That tracks with the effect: the belt pays off while you are killing Rare monsters and carrying their modifiers into the next fights. It is not evidence that Headhunter is best in slot for every character or every activity.
The attraction is the snowball. You are not buying a static damage line alone; you are buying access to whatever useful modifiers the slain Rares provide for the next minute. That is also why the belt's value depends on your build and content instead of the name alone.
